Introduction

Colorado Revised Statute (C.R.S.) § 8-4-127(6)(a)(I) states “Beginning January 1, 2025, until March 31, 2025, the Division [of Labor Standards and Statistics] shall accept applications for certification from eligible Driver Support Organizations and shall certify a single Driver Support Organization for the three-year period beginning October 1, 2025, through September 30, 2028.”

The DSO must include a proposed annual budget based on the total number of Transportation Network Company (TNC) tasks from the previous year. TNCs must provide their number of annual tasks to the Division between January 1 and January 15 each year. The aggregate of all tasks will be published on the Division's TNC webpage once it has been reviewed by the Division.

The Division will post all DSO applications received, including the proposed budget, on its website after the submission deadline (March 31). The applications must be posted for at least 30 days before the DSO can be certified by the Division.

The Division may approve, reject, or require revision and resubmission of an application for certification or approval of a proposed annual budget.
